The 8(a) Streamlined Technology Acquisition Resource for Services (STARS) III Governmentwide Acquisition Contract (GWAC) is a multiple-award, Best-in-Class (BIC) contract vehicle managed by the General Services Administration (GSA). NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup,” is a Government-Wide Acquisition Contract (GWAC) that provides Federal agencies and approved contractors with access to the latest Information Technology, Communications, and Audio-Visual (ITC/AV) products and services.

Established in 1993, SEWP has evolved continuously to address the changing technology and acquisition needs of the Federal Government. Initially created to provide technology products to NASA and other Federal agencies, the program has expanded its scope and capabilities over more than three decades. SEWP represents a streamlined and innovative approach to Federal technology

acquisition. The program is self-funded through a 4% usage fee and supports Federal agencies with acquisition services and solutions, processing more than 50,000 orders annually.

NASA SEWP contractors are provided a fair opportunity to compete for individual orders, as applicable under FAR Part 16.505(b), including through the SEWP RFQ tools. Contractors are not required to submit order-selection documentation with an order; such documentation is maintained by the issuing Government procurement office.
Contractors may only market, quote, or offer IT solutions that are included in their SEWP contract and available in the SEWP database of record to Government end-users.
During market research, if the Government issues an RFI, contractors may identify products not yet included on their SEWP contract provided that:

  • The products are clearly identified as not currently available under the contractor’s SEWP contract.
  • The contractor submits a technology refreshment request to add the products to its contract.

For RFQs and Market Research Requests (MRRs), contractors may quote only products currently available under their SEWP contract. Each quoted item’s price must not exceed the price listed in the SEWP database of record (Attachment F) at the time the quote is submitted.
If a contractor does not have sufficient contract-listed products to meet the requirements of a formal RFQ, the contractor must submit a No Bid. Unless partial quotations are expressly permitted in the RFQ, contractors must provide a complete response addressing all specified requirements.
Each Government quote must clearly identify its period of validity, and contractors are required to honor orders submitted within that stated validity period.
Responses to RFIs or RFQs submitted through the NASA SEWP online RFQ quoting system must comply with the procedures established in Attachment C – Contract Holder User Manual (CHUM).
Contract Holders are prohibited from using information available on the NASA SEWP Contract Holder Only Page—including RFIs, RFQs, and other Government requirements—for purposes unrelated to proposing on SEWP requirements. This prohibition includes sharing SEWP information with non-SEWP contractors to enable them to submit unsolicited proposals for agency requirements already posted through the SEWP RFQ online quoting system.
